What is a temporary residence permit?

A temporary residence permit is a permissive document that allows a foreigner to legally reside and carry out labor activities in Russia for three years. Issued in the form of a stamp in the passport with the inscription "temporary residence is allowed." It also indicates the name, date of issue and birth of a citizen, the period of validity.


Permit is issued to migrants within the quota set annually by the state, or outside of the quota in cases established by the regulatory acts of the Russian Federation.

The rights of foreign citizens with temporary residence permit

The rights and obligations of a foreign citizen with temporary residence permit  are regulated by the Law “On the legal status of foreign citizens in the Russian Federation” No. 115-ФЗ dated July 25, 2002.


Having received the status of temporary resident in the country, the migrant gains the following benefits:

  • residence in the Russian Federation for 3 years;
  • employment without patents and permits, the ability to enter into a labor agreement or civil law contract;
  • the policy of compulsory health insurance (OMS) gives the right to visit the clinic at the place of registration and to receive free medical care;
  • the opportunity to open your own company or to issue the status of an individual entrepreneur (PI);
  • the ability to get a TIN (individual tax number);
  • the absence of military obligations;
  • a year later it becomes possible to issue a residence permit.

Obligations of owners of temporary residence permit in Russia

Today, the following rules apply for owners of temporary residence permit:

  • it is necessary to inform the bodies of the migration service at the place of registration annually about the fact of residence in the Russian Federation. Since the absence in Russia for more than 6 months may result in cancellation of the visa and permit;
  • employment is possible only in the area of the Russian Federation where the migrant received temporary residence permit;
  • if the issue of the temporary residence permit was refused or it was canceled, it is possible to submit the application again no earlier than one year later;
  • a ban on visits to administrative and territorial entities of a closed regime;
  • a ban on participation in elections;
  • it is forbidden to hold posts related to state security of the Russia.

Distribution of quotas for temporary residence permit in Russia

A temporary residence permit in the Russian Federation is issued within the established quotas. They are approved taking into account the distribution between the states of the Federation and federal districts.


On November 15, 2018, the Prime Minister signed Order No. 2496-p on the distribution of quotas for a temporary residence permit for 2019. According to this order, quotas were set for temporary resident permit for 2019, the total number of which is 83,480, which is 6,880 less than quota established for 2018 (90,360 pieces) and 20,520 less than the quota established for 2017 (110,880 ).


According to official data, the quota for permits for temporary residence for 2019 was reduced due to the implementation of the resettlement program for compatriots living abroad, since participants in this program do not need to receive quotas for temporary residence.


The quotas for temporary residence for 2019 were approved taking into account the distribution by constituent states of the Russian Federation and federal districts, including:

  • in the Central Federal District, the quota for 2019 was 24,150 units;
  • in the North-West Federal District, the quota for obtaining a temporary residence permit in 2019 was 6,480;
  • in the Southern Federal District, the quota for 2019 is also slightly more than 11,200 units;
  • in the North Caucasus Federal District - 6,900;
  • in the Volga Federal District quotas for a temporary residence permit in the amount of 14,200 pieces;
  • in the Urals Federal District a quota has been allocated in the amount of 4,800 units;
  • in the Siberian Federal District, the quota for obtaining a temporary residence permit was allocated in the amount of 9,620;
  • in the Far Eastern Federal District - 6,130 pieces.

Who has the right to apply for the issue of a temporary residence permit in Russia?

The following persons have the right to apply for the issue of a temporary residence permit:


  • A foreigner who has reached the age of 18, who resides in the territory of Russia legally, who has applied to the territorial office of the Main Department of Internal Affairs of the Ministry of Internal Affairs at the intended place of residence.
  • A foreigner who has reached the age of 18, lives outside of Russia, who personally applied to the diplomatic mission or the Russian Consulate in his country.
  • A Russian or a foreigner residing in the Russian Federation, who applied on the basis of his own residence permit with a request to issue a permit to a person under 18 years of age or declared incapacitated, in respect of which he is a parent, adoptive parent, guardian or guardian.
Who has the right to apply for the issue of a temporary residence permit in Russia under a simplified procedure?

The following categories of migrants can submit an application under the simplified procedure and circumvent the established quotas:

  • born in Russia or in the RSFSR and who had USSR citizenship;
  • the spouse of a citizen of the Russian Federation registered at a permanent place of residence in Russia;
  • a foreigner who has one or both parents in Russia who are disabled;
  • a foreigner who has a child - a citizen of the Russian Federation who is under the age of 18 or an adult who is declared incapacitated;
  • a foreigner is an incapacitated parent who has capable children who are citizens of the Russian Federation;
  • a foreigner who entered military service in Russia;
  • a foreigner who meets the conditions for participation in the State Program to facilitate the resettlement of former compatriots back to Russia;
  • a child under the age of 18 or adult incapable under the condition of filing an application with one of the parents;
  • a child under the age of 18 or an adult who is not legally capable, if at least one of the parents is a citizen of Russia;

resident of Latvia or Turkmenistan, who received permission to move from his country to the Russian Federation.

Procedure for getting a temporary residence permit in Russia

The whole process of registration can take from 2 to 6 months, provided that you have prepared for it in advance.

Main steps:

  • determine in advance the place of future residence and submit a petition to the local unit of the Main Department of Internal Affairs;
  • collection and preparation of a set of documents, statements;
  • payment of state duty;
  • obtaining permit and visa for crossing the border;
  • registration at the place of residence.

Documents required for getting a temporary residence permit in Russia

  • application;
  • two photos of 3.3 × 4.5 cm;
  • passport and identity card issued in the country of residence;
  • the residence permit of the country from which the migrant arrived, if he is not a citizen of that country;
  • certificate of no criminal record  (translated and notarized);
  • medical certificate of the established form;
  • a document confirming the knowledge of the Russian language, the history of Russia and the foundations of its legislative base;
  • marriage certificate. Translation certified by a notary, as well as a copy of the spouse's passport, if the application is submitted on the basis of a marriage with a citizen / citizen of the Russian Federation;
  • migration card (filled when crossing the border) and confirmation of migration registration, received after entering the country;
  • receipt of payment of duty.
